The documents, obtained by News Ltd, reveal that Sydney's Ku-ring-gai Council maintains a "budget income expectation of $50,000 per quarter per officer."

Speaking with News Ltd yesterday, a council spokesperson reportedly confirmed the figures, describing the budget expectations as "sound financial management," practiced by councils across New South Wales.

While the spokesperson apparently denied the figures were part of an official quota, the budget expectations are described in the council documents as a means of assessing employee performance.

An unnamed source is quoted by News Ltd as describing the expectations as "zero-tolerance tactics," with parking rangers forced to become "officious zealots," unable to use their own discretion in issuing an infringement.
